When they were re-introducing Legionnaires in the reboot version after Zero Hour, and Gates, the Marxist bug-guy was always spouting his rhetoric, I thought it would be cool to introduce a foil for him and that was to be Timber Wolf, who would be a Libertarian type. I had this idea of him working his passage to Earth on a freighter, unlike all the others who got a free ride on the taxpayers, or something like that.
When it came time to put Ad Astra together, I adapted a couple of characters from my Legion concept, Fox was one, Galaxia, another. I didn't originally intend for them to be a couple, but it kinda grew on me, because in her world, she's as much a maverick as Fox appears to be. High-born folk on Atlas rarely use their powers to do anything more than compete in amateur athletic events. Think British noblilty and gentry in the late 19th and early 20th century. It's no accident that the Grounders on Atlas call them Cloudies, because they've got their heads in the clouds. Never get their hands dirty.
Fox is the guy who'll fight you over a meaningless insult, then buy you a beer afterwards, win or lose.
